Synopsis

According to the opinion polls, nobody has much faith in the President anymore. His advisors decide that what he needs is a good war, but who to fight? The Cold War is over, the Russians not worth the effort. America has no natural enemies, so Canada seems the obvious choice. One lone Niagara Falls sheriff seems to be taking the whole thing too seriously.
