Working-class cab driver Bill Singer loves the beautiful Coo, whose wealthy father owns the Wrenrest, the finest hotel in the town of Chirpendale. As the birds of Chirpendale go about their everyday business, Bill does battle with a fearsome crow known as the Black Menace, who attacks both the hotel and a traveling circus in his quest to destroy the town.
